NOTICE OF APPLICATIONS AND THE ISSUANCE OF A DETERMINATION OF NON-SIGNIFICANCE (DNS) UNDER SEPA
Salmon Creek Confluence Annexation to Alma Park OKA CUP 10-1/ SDP(ex) 10-1/ SDP 10-2/ FDP 10-1, 2 & 3
Official Date of Notice: February 24, 2010
NOTICE IS HEREBY GIVEN THAT
the City of Okanogan, Washington who is the owner of the below described properties has filed complete applications for floodplain development permits, demolition permits and a written exemption from a shoreline substantial development permit; and will at a later date file for the following related permits and authorizations: zoning conditional use permit, shoreline substantial development permit, boundary line adjustment and construction permits. Project Description: Incorporate six (6) adjacent parcels into the Alma Park facility with related infrastructure and site amenities to include additional parking and pedestrian improvements, enhancement of uplands areas and restoration of aquatic and riparian habitat in and adjacent to Salmon Creek and the Okanogan River. The overall site development will be performed in various phases and sub projects. The first phase will be to raze the properties of the existing improvements and defects. A complete project description will be provided upon request. Proposal site: 3 & 14 Tyee Street, Okanogan, Washington on County Assessor's Parcel Numbers 1320011601, 1320011602, 1320011800, 1320012101, 1320012102 and 3326170201 in Section 17 of Township 33 N., Range 26 E. WM.
Said development is proposed to have portions within the shoreline jurisdiction of Okanogan River and/or its associated wetlands in the Urban and Conservancy Environments and portions in the floodplains of the Okanogan River and Salmon Creek and is part of a Commercial One Zoning District.
The lead agency for this proposal, which is the City of Okanogan Building & Permits Department, has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after a review of a completed environmental checklist provided by the Applicant and other information on file with the lead agency.
This DNS has been issued under WAC 197-11-340(2); the lead agency will not act on this proposal until after 14 days from the official date of notice.
The public is invited to attain a party of record status to ensure notification of subsequent actions and/or have standing in an appeal of the final decision by providing written comment on the application or requesting a copy of the decision once made.
The completed applications, SEPA Checklist, environmental support documents, drawings and related Municipal Codes are available for inspection and/or purchase during normal business hours at the Clerk's Office, City Hall, 120 3rd Avenue, South, Okanogan, Washington 98840.
Written comments on the filed applications and/or any person desiring to be notified of the action taken on these applications must notify the undersigned responsible official at P.O. Box 752, Okanogan, WA 98840 or (509)422-3600 ext 15 or bdokanogan@ncidata.com no later than 4 pm March 10, 2010.

This notice is given pursuant to Section 18.100.050 OMC, appeals of the administrator's decision on the application shall be in writing and filed with the Okanogan Clerk's Office within five days of the written decision as provided by 7.11 OKASMP and appeals under SEPA shall be processed under Chapter 16.08.220 OMC and appeals of the final decision on this application may be filed by a party of record with standing in Okanogan County Superior Court within 21 days of issuance of the decision as provided by Chapter 36.70C RCW.
