NOTICE OF APPLICATION TO ENTER CERTIFICATE NO. S4-04324 AND CLAIM NO. S4-112291CL INTO THE STATE TRUST WATER RIGHT PROGRAM
TAKE NOTICE:
That Washington Water Trust (WWT), on behalf of The Confederated Tribes of the Colville Reservation, submitted application No. CS4-SWC04324 requesting to transfer 0.33 cfs and 109.8 ac-ft/year under Water Right Certificate S4-04324 authorizes the diversion of 0.33 cfs from the Okanogan River for the purpose of irrigating 24.5 acres. The point of diversion is located in the Lot 8 of Pfarr Orchard Tracts in Section 7, T. 35 N., R. 37 E. and the place of use is Lots 7 and 8 of Pfarr Orchard Tracts according to the plat thereof on file and of record in the office of the Auditor of Okanogan County, and North 20 acres of Lot 2, Section 7, T. 35 N., R. 37 E. The applicant proposes to change the purpose and place of use to instream flows.
That Washington Water Trust (WWT), on behalf of the Helensdale Reclamation District, submitted application No. CS4-112291CL@1 requesting to transfer 2,120.51 gpm, 754 ac-ft/year under Water Right Claim No. S4-112291CL to the Trust Water Right Program under a 20 year lease agreement. Claim No. S4-112291CL asserts the diversion of 2,120.51 gpm, 754 ac-ft/year from Loup Loup Creek for the purpose of irrigating 188.49 acres. The point of diversion is located in the NW1/4SW1/4 of Section 4, T. 32 N., R. 25 E. and the place of use is all lands in Section 9, T. 32 N., R. 25 E. under the Helensdale Reclamation District as recorded in the Okanogan County court house records. The applicant proposes to change the purpose and place of use to instream flows.
Protests or objections to approval of this application must include a detailed statement of the basis for objections. All letters of protest will become public record. Cash shall not be accepted. Fees must be paid by check or money order and are nonrefundable. Protests must be accompanied by a $50 recording fee payable to the Department of Ecology, Cashiering Unit, PO Box 47611, Olympia, WA 98504-7611, within 39 days from: March 1, 2012.
NOTICE OF DETERMINATION OF ENVIRONMENTAL NONSIGNIFICANCE.
The Washington Department of Ecology has entered a Determination of Nonsignificance, (DNS), for proposed action under State Environmental Policy Act, (RCW 43.21C), as amended. The lead agency for this proposal, the Washington Department of Ecology, has determined that the subject action does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)c. This decision was made after review of a completed Environmental Checklist and other information on file with the lead agency.
The issuance of the Determination of Environmental Nonsignificance, for which notice is hereby given, is described above in the notice of application for Helensdale Reclamation District.
This DNS is issued under WAC197-11-340(2); the lead agency shall not act on this proposal for 14 days from the date of publication. Comments on the Determination of Nonsignificance must be submitted to Kelsey Collins, Department of Ecology, 15 West Yakima Avenue, Suite 200, Yakima, WA 98902-3452 by February 15, 2012.

NOTICE OF APPLICATION TO ENTER GROUNDWATER RIGHT G4-23992(A)C INTO THE WASHINGTON STATE TRUST WATER PROGRAM
TAKE NOTICE:
Pursuant to RCW 90.03.380 and RCW 90.42.040(5)(a) be advised that on December 7, 2011, Martin Pitney of Pinecreek Orchards LLC made application to the State of Washington Department of Ecology to transfer the entire quantity of water allocated under Ground Water Certificate G4-23992(A)C to Ecology's Trust Water Program. The proposed change of use is for groundwater preservation within the deep alluvial deposits extending from Oroville to Tonasket, instream flows of the Okanogan and Columbia Rivers and mitigation for consumptive use associated with new out-of-stream and groundwater uses.
The Water Right Certificate authorizes a maximum withdrawal of 1,208 gallons per minute; 958.4 acre-feet per year from April 1 to October 1, for the irrigation of 239.6 acres; with a priority date of June 11, 1975. The historic place of use is located within Sections 7, 8, 17 and 18 of Township 37, North, Range 27 East, Willamette Meridian, Okanogan County, Washington. The points of withdrawal are identified as three groundwater wells all located within the south half of Section 17, Township 37 North, Range 27 E.W.M. Ecology's Trust Water Program will manage the water right for the new purpose(s) and place(s) of use.
Protests or objections to approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for the objections. Protest must be received by March 2, 2012. All letters of protest will become public record. REQUEST FOR PROPOSALS
The Colville Tribe SOlid Waste Advisory Committee is requesting Proposals to furnish labor and material for the above items as contained in the attached scope of work. All work and materials will be as shown in the Scope of Work and Provisions to the Contract. All written proposals must be delivered to the Colville Tribes Planning Department, Chair SWAC Pete Palmer, 20 Nespelem San Poil Street - Agency Campus, Nespelem, Washington NO LATER THAN 3:00 PM, February 16, 2012. Faxed copies of proposals are acceptable. CCT Planning is not responsible for incomplete or late fax transmissions. SCOPE OF WORK
1. Demo, clean up, and dispose of unit #23 which was destroyed by fire along with all fire damaged materials and debris in and around unit. All work on Lot #23, Old Hud Homes, Nespelem, WA.
2. Furnish all labor and equipment to remove all fire damaged materials and debris from and around unit #23, Old Hud Homes near Nespelem, WA.
3. The contractor is responsible to secure the site from any potential danger as a result of the conditions on the site and the work being performed on this site. It will be the responsibility of the contractor to install and protect fencing from damage, maintain the fence if necessary, and keep the gate secured during this contract work.

NOTICE OF APPLICATION FOR CHANGES TO A WATER RIGHT
CHELAN COUNTY WATER CONSERVANCY BOARD
TAKE NOTICE: That on January 12, 2012 Michael and Stanalee Wright filed an application with the Chelan County Water Conservancy Board which was accepted and assigned identifier No. CHEL-12-01. You are encouraged to inquire further as directed below, but be advised of the following details:
Surface Water Certificate I-355, originally issued to Tonasket-Okanogan Orchards, Inc. with a priority date of 8/7/1926 authorizes water to be diverted at a rate of 1.7 cubic fee per second with an estimated annual quantity of 357 acre feet from April 1 through October 1 from the Okanogan River in Section 6 T 36N, R 27 E.W.M. in Okanogan County, Washington for irrigation if 85 acres located in Government Lots 1 and 2 and the NE 1/4 of the SE 1/4 of Section 6 and Government Lot 1 in Section 5 all in proximity to portions of T36N., R 27 E.W.M. in Okanogan County, Washington.
The change proposed to this right is to use all quantities under the right to benefit instream flows in the Okanogan and Columbia Rivers.
Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50) recording fee and filed with the Department of Ecology, Cashiering Unit, PO Box 47611, Olympia, WA 98504-7611 within thirty (30) days from February 8, 2012.
Any interested party may submit written comments, objections, and other information to the board regarding this application to its offices located at 316 Washington Street, Suite 401, Wenatchee, Washington 98801. The Department of Natural Resources (DNR) issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: Tillmans Gap Timber Sale No. 87103, harvest of 342 acres located approximately eight miles northwest of Loomis in Okanogan County, Washington, Sections 25 and 36, all in Township 39 North, Range 24 East, and Sections 29, 30, 31 and 32, all in Township 39 North, Range 25 East, W.M. A completed environmental checklist and other information are on file with the agency. The Department of Natural Resources has determined this proposal will not have a probably significant adverse impact on the environment.
