Town of Riverside
AN ORDINANCE AMMENDING ORDINANCE 289, 274, 273 for the purpose of adopting an animal control ordinance and fees.
The Town Council for the Town of Riverside does hereby ordain as follows:
Section 1. Consistent with the terms and provisions the following regulations shall be and are hereby imposed regarding the animal control, fees and regulations for the Town of Riverside.
A. “Animal Control Authority” means any police officer, person or organization designated by the city council to perform the functions of this or any other city ordinance related to animal control.
B. “At Large” means any animal which are found on the street of the city and upon public property or upon property of persons other than the owner, unless the animals are accompanied by some person exercising control thereof.
C. “Harboring” The occupant of any premises on which a dog or dogs remain or to which it customarily returns daily for food and care for a period of five days is presumed to be “Harboring” the animal or animals within the meaning of this ordinance.
D. “Owner” means any person or persons, firm, association or corporation owning, keeping or harboring an animal.
E. “Vicious Animal/s” No animal/s of fierce, dangerous, or vicious propensities, which habitually runs after or barks at persons or vehicles on the public streets, whether licensed or not, shall be allowed to run at large or upon the premises of anyone other than their owner.
a. If any such animal/s are found running at large in violation of this section, it shall be taken upon by any police officer or animal control authority as defined in this ordinance shall be destroyed by such officers.
F. “Fowl” chickens, goose, guinea fowl, turkeys, ducks or other domestic fowls. No license is required for these animals.
G. “Dog” means any dog, male or female, neutered, spayed or otherwise, over the age of four months.
H. “Horse” means any horse, male or female. No license is required for these animals.
I. “Goats” means any goat, male or female. No license is required for these animals.
J. “Cattle” means any cow/s, male or female. No license is required for these animals.
K. “Sheep” means any sheep, male or female. No license is required for these animals.
- Control - Running at Large
No animals licensed or not, shall be at large unless it is at all times under control of its owner or keeper. It is unlawful for the owner or keeper of any animal to permit such to run at large within the city limits.
- Number of Dogs and Cats
It is unlawful for any owner to keep or maintain more than three dogs and three cats at any one residence or premises within the city limits, except at a boarding place owned and operated by a person duly licensed to practice veterinary medicine within the State of Washington.
- Fowl at Large
That every person who shall willfully permit any, chicken, turkey, goose, guinea fowl or other domestic fowl owned or kept by him/her to run at large within the city limits of the said Town of Riverside, shall be deemed guiled of a misdemeanor and on conviction thereof shall be punished by a fine listed in this ordinance and cost of prosecution.
- Residents, New/Current
Every new resident within the Town of Riverside City limits shall have their animal licensed within 30 days of moving into the City limits. Current residents have until January 31, 2014 to license their animals. Renewal letters will be mailed out to every resident by the 1st business day of November (no renewal cost) for updated information. If not received by January 31 of each year a late fee will inure every month thereafter. If late fees are not paid by the 1st business day in July owner/s shall be deemed guilty of a misdemeanor and on conviction thereof shall be punished by a fine listed in this ordinance and cost of prosecution.

Redemption For Animals Other Than Dogs: Actual cost of impound plus $60.00 per day
Replacement License: $1.00
Failure to license animal 1st offense: $50.00
Failure to license animal 2nd offense: $75.00
Failure to license animal 3rd offense: $150.00
Failure to license animal 4th offense: $150.00
Misuse of license tag: $50.00
Animal at large 1st offense: $100.00
Animal at large 2nd offense: $150.00
Animal at large 3rd offense: $200.00
Animal at large all subsequent violations: $200.00
Dog Charging: $100.00
Dog Chasing Vehicles: $50.00
Animal destroying private property: $100.00
Animal scattering refuse: $50.00
Animal depositing fecal matter: $50.00
Animal trespassing: $50.00
Dog Biting 1st offense: $150.00
Dog Biting 2nd offense: $250.00
Dog Biting 3rd offense: $500.00
Dog biting all subsequent violations: $500.00
More than 3 dogs at a residence (per dog): $100.00
More than 3 cats at a residence (per cat): $100.00
Public nuisance (bark/whine): $500.00
Allowing vicious dog/animal at large: $500.00
Inflicts unnecessary suffering or pain upon an animal: $50.00
Fails to provide the animal with necessary food, water, shelter, rest sanitation, ventilation, space or medical attention and the animal suffers unnecessary or unjustifiable physical pain as a result of the failure: $50.00
Abandons the animal: $50.00
Any owner or persons found violating any provisions of this ordinance is guilty of a misdemeanor and shall be punished by the Town of Riverside Municipal Court System.
Section 2. This Ordinance shall supersede Ordinance 289, 274, 273.
ADOPTED THIS 10th day of September 2013, by the Town Council for the Town of Riverside, Washington, and approved by the Mayor thereof.
