INVITATION TO BID

Sealed bids for Okanogan County Central Landfill Phase 3 Development will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 3:00:00 P.M. Pacific Time, Tuesday, June 24, 2014 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.

All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

This work may generally be described as construction of the bottom lining system for the Phase 3 Development area (approximately four acres) to the Okanogan County Central Landfill. The work to be performed under this contract shall be physically completed within 75 working days and shall include the following: grading, installation of a composite bottom liner system consisting of a geosynthetic clay liner and a 60-mil geomembrane liner, installation of a geocomposite drainage layer, installation of stormwater controls, leachate HDPE perforated collection pipe, leachate HDPE dual-containment circulation pipe, and perimeter gravel road. This work also includes installation and maintenenace of a temporary leachate transfer pipe during construction from the existing Phase 2 cell to the leachate pond, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The public hearing will be conducted on June 16, 2014 at 1:30 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, Wa. Aeneas Valley Evangelical Free Church CUP 2014-1

This conditional use permit will allow construction of a 100’ x 64’ pole building for use as a church on 16.09 acres. Water will be provided by an existing well and septic will be from the existing system. The project is located +/- 7 miles from Highway 20 on Aeneas Valley Road approximately 20 miles from Tonasket, WA Township 36, Range 30, Section 29 parcel 3630290009.

The Battle Shed and Site Grading Project involves construction of a 19’x10’ shed approximately 100’ above OHWM of the Methow River and excavating 1-3’ along edge of river bank in an area of approximately 200 sq. ft.
