NOTICE IS HEREBY GIVEN that sealed bids will be received either by mail or hand delivered at the Office of Okanogan County Board of Commissioners, located on the first floor of the Okanogan County Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington 98840 for:
OKANOGAN COUNTY CENTRAL LANDFILL
GROUNDWATER WELL AND GAS PROBE INSTALLATION
Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 10:45:00 A.M. Pacific Time, Tuesday, November 24, 2015 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $10 per USB Flash Drive or $50 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7300. Bid proposals and proposal bonds must be submitted on the original documents provided in the accompanying bid packet.
Informational copies of the maps, plans and specifications are on file for inspection at the office of the County Engineer at the address noted above, the County website at www.okanogancounty.org/PW and at various plan centers located in Washington.
Each bid shall be accompanied by cash, a certified check, cashier’s check or bid bond payable to the Okanogan County, in an amount equal to at least 5 percent of the total bid amount, as evidence of good faith and as a guarantee that, if awarded the Contract, the Bidder will execute the contract in conformity with the Contract Documents, and shall provide surety bond or bonds specified therein within ten (10) days after notification of award of contract to the bidder.
This work may generally be described as installation of a groundwater well along the east side of the newly constructed Phase 3 development area, and a gas probe adjacent to the existing leachate lagoons on the north end of the Okanogan County Central Landfill. It is anticipated that this project will start in February 2016 depending on weather and ground conditions.
Envelopes containing bids must be sealed and addressed as stated above to the Office of Okanogan County Board of Commissioners and designated as “Bid for Okanogan County Central Landfill, Groundwater Well and Gas Probe Installation.” The name and address of the bidder shall be on the outside of the envelope.
The award of the contract shall be made to the qualified responsive bidder submitting the lowest responsible bid.
Okanogan County reserves the right to reject any and all bids and to waive irregularities to formalities in the bid or bidding.
