This questions is poorly worded. The fact that Nelson Mandela was a foreign dignitary is not the reason the flag is flown at half mast. Luckily, it seems like the residents of Okanogan County are smarter than this question and see around that. Nelson Mandela will go down in history as one of the foremost figures in the fight for freedom and equality, two of the tenants we as Americans most hold dear.
